As @sehgalanuj said above, the counter is only decreased when you reach a new level.

If you already were silver last year, you didn't reach silver this year but maintained it, so you only need 180 XP to reach gold. You will be gold in 5 XP, at which point you will notice your counter going back to zero (-180XP for gold status).

If you start from zero on a given year, you need
100 XP to reach silver, then
180 XP to reach gold, then
300 XP to reach platinum

But on your next qualification period, you don't start from scratch, you start from your current level.
