curious what Overland West means? Just rented from Boise (Hertz was prohibitively expensive, had an awesome experience with National) but all the cars are sorta bunched together in the same lot and not arranged at all according to corporate affiliation (ie the Hertz cars and the Nationals cars are in one aisle, the Avis and Thrifty cars are bunched together elsewhere). No Fastbreak/Gold/EE, but was a very smooth process nonetheless.
