Should be fine for early pick up with National. Rates are in rolling 24hr periods so to avoid being charged extra, you will need to return it early as well. Have picked up early many times with National.

Should be the same with Enterprise, but I am not sure. The contract is opened at pick up, but if you arrive early, they might not have enough vehicles too.
