You don't necessarily have to rebook. Just update the arrival flight info that the car rental companies typically ask for.

If they don't know that you're arriving 4 to 5 hours early (because you don't update your arrival flight info), they're not that likely to have a car waiting for you. They may be depending on a car being returned the previous hour to when they thought you were coming to make a car available to you, during the car shortages.

And, yes, it's possible that it will cause an increase in rate. Though since it's not changing the number of days you have the car, it's not certain.

But in any case, you may want to figure out alternate plans for not being stuck at the airport for hours in case whatever you do in advance doesn't get a you car when you arrive.

And remember, classically, car rental rates often drop a week or two before the arrival date, so you may to check then whether rebooking to your correct arrival time will lower the rate then, even though it raises the rate right now.
