Is it possible the breakfast-included rate for 42 EUR is for two people? If so, 42 is still cheaper than 29 x 2. I've seen a number of hotels that price everything as if there are always 2 people staying, with surcharges to add additional people, but not necessarily a discount for single occupancy.
