My understanding (and I could be wrong) is the restriction only applies if the staff member is flying on a staff concession ticket and not commercial ticket and can’t use a contract Lounge. Obviously if the member of staff is on a commercial ticket they are no different to you and I and will have access to all available lounges BA run or contract.
