Again these lounges have these rules and are clearly going to favour full paying people over contract rate. If one lounge does it others will do.
A common complaint from Priority Pass holders is that they can’t gain access because the near empty X or Y lounge is at capacity as they reserve space for passengers of a particular airline under contract. I don’t think they favour either, they just oversell.
