Wrong perspective. The right perspective is folks who see the propaganda "Singapore is open to vaccinated Americans" and start planning their trip only to find out down the road they're not going to be able to make it, whether because they can't get a SMART card or a VTL flight, the daily quota's filled or some other gotcha hidden in the fine print.
My perspective comes from understanding that the Singapore government has thousands of hotel rooms blocked for SHN. The hotel I was booked for January emailed to inform me their government contract has been extended until February 8. I’m sure the SG government has done some math to determine a safe baseline for entries in the short term.
