Well at the moment Singapore has announced a cap of 3,000 arrivals a day, so I think “most of them” won’t be going to Singapore by default regardless. Certainly enough people who have been able to secure a QR code will be able to fill the current quota. Baby steps.
Interesting point within this good summary of VTL flights: "Passenger totals will be capped at 3,000 per day, though there currently aren’t enough services planned to reach this limit, even if all flights were full (average 2,270 seats per day by mid-November)."
