It used to be that way - we used that option in July, however when going through last week the options are now for a "24 hour or less transit without passing through border control" or "entering the UK". There's a third option for multiple entries within 48 hours which applies to transportation personnel. I'm not sure if it changed after Oct 4?
On Oct. 12/13, five of us separately transited Heathrow from the continent, spent the night at a hotel in downtown London, and continued our journey to the US the next day without booking a 2nd-day Covid test. It can be done.
