It
used to be that way - we used that option in July, however when going through last week the options are now for a "24 hour or less transit without passing through border control" or "entering the UK". There's a third option for multiple entries within 48 hours which applies to transportation personnel. I'm not sure if it changed after Oct 4?
As far as checking through luggage, I guess I'll just have to pack light and carry on, sadly.
