Particularly in winter I'd doubt there's the market to run direct services to Ottawa, but there are certainly multiple carriers for the very short onward flight from both Pearson and Billy Bishop - Air Canada, Westjet and Porter all serve the route with several flights per day each.

In addition there's the option of a surface sector by ViaRail, about a 4h45 journey.
