MCO was like that during every rental I had there over the past year and a half. One time I tried to get them to close out the contract at the desk (after they checked the car in late and charged me multiple extra days on my previous rental there) and they absolutely refused to and said I just had to leave the keys in the car and it would be checked in the next morning. Apparently they only had one returns agent who worked 6am-2pm or something.
