At least neither of the two I've stayed at did. The very awkwardly located CP in Deira used to be popular with IHG elites because of its generous lounge policy, but this was pulled some years' back.

I've moved on to Hilton group for Dubai stays (they always offer breakfast to Diamonds, and where there's a lounge you get the lounge too), but the closure of the Creek Hilton was a bit of a blow.
