What day are you arriving? Hertz at the Reno airport opens at 7:30 AM on Thursdays and Sundays. Other days, they open at 8:30 AM.

Hertz has significantly cut back their hours at many locations, most notably Las Vegas Airport where they used to be 24x7 and are now only open 8am-10pm. This is was initially brought on by Covid but exacerbated by their bankruptcy filing.

All of that said, we're pretty surprised that they haven't expanded their hours at many locations given the cash infusion they got from new investors and how the rental industry as a whole has bounced back this year.
