As Thailand has now been removed from the UK red list, and the Phuket sandbox scheme now only requires one to 'sandbox' for 7 days, I've just booked flights into Phuket in early November and back from Bangkok a couple of weeks later. If the worst comes to the worst, I'll spend a week in Phuket (praying that alcohol will again be allowed in restaurants) before heading up north. If the country really does open up, I'll spend just a few days enjoying the sea air, before moving on.
I think you are spot on - he promised to re-open the country in 120 days earlier in the year, and it is that deadline he now has to meet.
Personally, I think it is the right move (and long over-due) to open up, but as you rightly say the devil is in the details. There is going to be a CCSA meeting on Thursday after which more clarity is expected.

Prayut did mention that alcohol could be allowed in restaurants from 1 December, but let's see - many are selling these days anyway, so unlikely to be a big issue for you
