Seems the wiki is out of date. The info that came with my card in 2015 says
Qualifying travel merchant categories include: airlines, car rental agencies, hotels, motels, inns, steamship/cruise lines, and travel agencies.
The wording in 2017 was the same. However, by 2019 this had changed to
eligible Non-Amtrak travel merchants, which include: airlines, car rental agencies, hotels, motels, inns, and resorts, steamship/cruise lines, commuter rail, passenger rail and travel agencies.
From
danib62's post, it looks like they clarified it further to note that passenger rail and travel agencies are those for which Amtrak is not the merchant of record (presumably those would qualify for 3x).
Unfortunately I can't find the current program rules online. Perhaps when you receive your new card you can post what it says.
