Your quote says: CFPB has supervisory authority over banks, thrifts, and credit unions with assets over $10 billion, as well as their affiliates. Seeing as how there are multiple Morgan Stanley entities that one can select in the CFPB complaint form, I'm sure somebody over there thinks that the CFPB has at least some supervision of MS affiliates. But no harm in putting complaints with multiple oversight organizations. While the legal entity matters, Cash Plus is far more a banking product than it is an investing product.
