Yes, clear that for now, foreign citizens/non-PRs are by and large not including in the current discussions about Dec 2021, other than perhaps some visa holders. Also, I think those who aren't inside Australia, or don't follow Australia closely, probably do not know how to differentiate between "an announcement about a future announcement" or "an announcement of a future plan" and something more concrete, like an actual plan. At the moment, still only in the announcement phase, lot of detail to be fleshed out yet
