No. The € 30 flat fee is for trips between the airport and the area inside the M30 motorway (Madrid's innermost ring road). Trips departing the airport to a destination outside the M30 are metered with a minimum fee of €20, which is what you would pay to go to one of those hotels.

There is Uber in Madrid, I have no idea what that trip would cost with them.
