Are BA deliberately keeping the curtain back at row 12 to encourage those with status, and who normally choose and exit seat to upgrade to club?

I have had a few flights recently were there are no passengers in rows 8,9,10,11 and 12. Club passengers are relocated to cover take off and landings. As a goldie in row 13 it smarts a bit.
