My experience for the last few years, if the automated system tries to close your card it means you have no retention offers. If you do have an offer it will transfer you to an account specialist/retentions. Calling repeatedly over and over or demanding to be transferred to retentions department won't make offers appear or accomplish anything. Believe me I've tried. When I do have a card that transfers to an account specialist/retentions, I have asked them to check the other card that wouldn't transfer and there has NEVER been an offer on that card.

So I'm inclined to think the automated system is doing its job and there are no workarounds. Unfortunately, Citi is getting more and more stingy with retention offers in each passing year.
