I am assuming they do have some AI in place to scan for keywords - matching name , dob. then maybe once the 9 am office hour start, automation gets turned off and things become manual. and whoever working on this has not been systematic in approving applications
this can be easily tested. put in your dog's name, dob, dog passport lol, dummy self made vac card of a human's name and submit at 6:30 am weekday and see what happen . would be an interesting experiment.
