Bureau of Transportation Statistics, on-time arrival data ... you can input date, airline, and arrival airport

two points to note:
  • the database goes back to 1989, but tail numbers don't appear before 1995
  • no regional affiliate data (e.g., ASA, Comair, Mesaba) appear unless they operated the flight under their own code
