Without a written policy, it's not really possible to tell the difference between "the computer is correct and we don't like the ordering it picks" and "the computer is incorrect."
Perhaps most importantly, it's pretty clear that the computer rolls forward an I(N) waitlist with the same priority as an instrument upgrade, and there is no substantive reason to believe this is wrong.

YourSimulation was showing up at Silver CPU priority, I would guess it's because the waitlist add was too late (at T-27h) for the SSR tag to get picked up by the computer when building the gate upgrade list.
