I've carried a vest with the weights (1/2 lb rectangular). Almost every airport I went through, my bags were opened. TSA opened in US, on way back from BOM, I was escorted to luggage belly to open the lock. Once they had a look, I was okay to take it.

The vest itself without weights should not be a problem
