$$$ vs points is really an issue of what is it worth for you. At that rate I would use my points. Since rates change all the time depending on what is going on to say that you have stayed there on a cheaper rate is not usefull I think.

As far as Paris goes, I suggest the ADT. Very new, very chic. Close to the metro and les Champs. Lots of Embassies nearby, so relatively safe. I suggest that you spend a day at Le Louvre and Mussee D'Orsay. Take a cruise also, worth the 1-2 hours it takes.
