If this is not because she previously had the same product, it is typically because she has a history of opening accounts, and closing or not using them after earning the bonus. The only known remedy is to use all of her existing American Express cards on a regular basis for some months. I have no opinion on whether the invitation increases the probability of acceptance now, but there is no downside to applying and see if the bonus disqualification message appears.
