I'm not sure that the previous +Qatar stopover packages were available on itineraries to or from other gulf destinations (even those that weren't part of the blockade). This thread about the STPC stopovers for long connections says that these were not applicable for intra-gulf.routes so the same rules may apply

You may be out of luck with your routing on that basis but it is worth contacting Discover Qatar to check. Or you could build in a stopover yourself by booking multicity and organising your hotel separately
