i think it could be more dependent on where does the flight come from. so for example, if the flight originate from a country where Qatar trusts its security screening procedure, then the passengers dont need to go through transit security. if it doesnt, then they need to
that's how it is done in Europe (for example, passenger flying TATL from US doesnt necessarily need to go through transit screening)
I've heard of this happening at DOH but I have always had to go through security arriving from the US so I'm not sure how they decide which flights can skip security. Only once used the D/E security when we arrived near there. Not sure if it is being used since covid but haven't had to go all the way down to D/E in a while
