Uber is not allowed to operate in Germany: so they just act as an agency to sell you the services of a limo company using their app. Sixt has a similar service called 'ride' in their app. The taxi associations co-operate with Sixt and another service called 'free now' (it used to be called 'mytaxi'). There you can book a taxi ride and pay it over the app at a fixed price.
