If you haven't been to Hong Kong during CNY, I recommend that you do. If you are there on the 10th, you'll miss the seeing the flower market at Victoria Park and the CNY Parade, but you will still see the the lights of the building decorations, the plants and flowers everywhere, and the 10th will probably be the date for the fireworks. If you're in a neighborhood with residential buidlings and your timing is good, you might also catch a lion dance taking place.
Ride the Star Ferry each way (HK$2.2 each way - about 58 cents round trip) at night and you'll be able to see the span of decorated buildings in Central and Kowloon.
