If you have a 23 hour layover in SEA, your bags will be tagged to SEA, not onwards. You will have to collect the bags in Seattle & re-check them the next day. If you don't have a baggage fee waiver, you will have to pay again when you check them, up to four hours before departure..

Correct - 12 hrs is the cutoff point for keeping bags checked on connections.
