There are direct trains to Brussels that start in The Hague HS (not Centraal), departing at 6:40, 10:40, 14:40 and 18:40. I have used an Amsterdam - Brussels ticket on this, travelling earlier in the day from Amsterdam to The Hague Centraal and later walking to HS
