Secondly Amsterdam - Brussels trains do not call at The Hague.

Normally with those accessrail tickets you need to “check in” in advance, and then get your train ticket. This is a ticket for the Amsterdam - Brussels IC train and it is valid a whole day, and you can indeed choose to just board in Rotterdam (you’ll need to get a The Hague - Rotterdam ticket yourself).
Dang, they really are taking the ICD route. Used to stop at Hollands Spoor
