I’m not sure a pre-order is any different from a regular order. Aadvantage eshopping just gives an affiliate link to store.apple.com so any order should work. But the T&C for Apple currently include:
Products not eligible for rewards are iPhone 13, iPhone 13 mini, iPhone 13 Pro, iPhone 13 Pro Max, iPad (9th generation), all-new iPad mini, Apple Watch Series 7, the new Apple AirTag and AirTag Hermès, Apple Pro Display XDR, gift cards, gift wrap
I think you’ll need to find a different retailer that does not have that exclusion, or wait for it to be lifted.
