I know and have travelled with people who can walk from the curb to security and can board on their own, but due to injury or conditions can’t walk very far or very fast. Having a alternative to wheelchairs from security to the gate (or between gates on a connection) is what they need. Sometimes you can flag down a cart, but you can’t count it. If passengers could schedule a cart, one driver could shuttle multiple passengers and not tie up the jetway with so many wheelchairs.
The golf carts are not really logistically feasible as there is not room to drive a large fleet of them in an airport. They already cause a major disturbance with relatively few of them. They also would create major problems for pax facing tight connections who have to compete to be the first dropped off.
