Not so strange.
I bought a SS at on drug chain which cost $4.95 and another SS at a second drug chain for a fee of $5.95.
I was able to cash out the second card 45 minutes later but not the first.
However, the next day, I was able to complete the first card liquidation at WM.
The only difference was the cost of the card at one chain versus the other. Go figure
