Per the Belgian govt transit is considered essential travel and Spain allows entry. I read it as being good to go. For now. One would also assume Belgium's own govt website should be accurate. Barring access to Americans or denying transit would be a huge deal, and would definitely be news posted somewhere.
Is the travel ready center expressly putting up a red triangle saying no-go or is it saying conditional? If conditional, then you meet the conditions. This might warrant a call to UA and have them put you in contact with with the travel ready desk. I believe the desk is staffed until 6PM or so ET. See what they say then make your move from there on whether or not a re-booking is necessary.
I just reviewed the travel ready center for my own trip and I have no such conditions...however I am transiting thru BRU to ORD...leaving the EU.
Again, only taking an interest in this and giving input because of my own transit at BRU later on. I'm going to continue to monitor.
"Essential Journey Certificate" issued by Belgium or ‘note verbale’ are documents one would need to obtain in writing. I do not believe just showing you are transiting is sufficient. You would need to produce one of those documents. Before, USA was listed as exempt from these requirements, but has now been removed from that list.
The text says "
Passengers are not allowed to transit if arriving from a non-Schengen Member State to a Schengen Member State ." You are not arriving from a non-Schengen member state or going to a Schengen Member state, that is why your TRC says its ok. That is why mine shows a Red triangle saying 'No'
