I will also note that I have on many occasions brought rescue puppies back from PLS and they will not allow pets-in-cabin in F even thought it's a standard domestic F product. I know others who have run into this same issue from other destinations.
This rule wasn't enforced on my most recent JFK-LAX D1 flight. There was a fully grown German shepherd in a D1 middle seat with no indication that the dog was a service animal. Poor dog kept wanting to get up from being squished into the area where your legs go. Upon arrival, the dog shed so much fur on the floor that it looked like a furry rug.
