Its psychological theory, and Delta is maximizing it. Look into the psychological aspects of a slot machine, and why it is addictive.

If everyone got the reward, there is nothing special. If you got a random award, it creates a much bigger positive psychological response, and for a Delta, a much higher chance of a return customer.

If you got confused, it didn't work.
