Carry-On Pets are not allowed in any cabin with a flat bed.

International First Class/Business Class/Delta One "Not permitted at any time regardless of aircraft"

Main Cabin International: Limited to (4) pets in cabin (total among all passengers)

I will also note that I have on many occasions brought rescue puppies back from PLS and they will not allow pets-in-cabin in F even thought it's a standard domestic F product. I know others who have run into this same issue from other destinations.
