This will be because you've been booked a published rate by your business travel agency. Tour operators like BAH will have contracted private rates as they're aimed at the tourist market that allow them to mark up the price and earn a commission while remaining price competitive to published rates. Despite what you might read in these forums, the vast majority of leisure travelers couldn't give a rats about points. Their primary concern is going to be nearly always cost and parting with as little cash as possible. Because schemes like Hilton award points based upon room spend and not room nights, it's impossible to award points without divulging the privacy of the underlying contract. Same goes for Accor, Hyatt, Bonvoy, IHG, Jumeirah.... all are revenue based loyalty schemes and don't allow points on tour operator booked stays. That said, specific properties may agree to extend status benefits on a case by case basis but there's no obligation for them to do so. There's nothing stopping the OP booking a published rate with a traditional travel agent or directly at Hilton.com and then being eligible for Hilton points but BAH won't be selling those as part of a package. They need to decide which is more important.... depending on the amount of bonus Avios for booking a BAH package and the additional tier points on offer these days, weighing up the pros and cons of each and appreciating it's not going to be a double dip opportunity.
