Yes, definitely not a thought through rule for sure, there are certainly other better options to meet their objectives. It’s a very „unique“ and rather „slow“ society here, considering there were canton(s) only started to allow women to vote in the 1980s, and gay marriage is still not legal as of today (this may change later this month with a nation-wide referendum) …
