Go out to consultation until Sep 14 that does not mean a decision will be made relatively immediately after; it does not say when a decision will be made. They also need to consider the rest of EU/EEA as once such is converted/made available as equivalent of Swiss certificate, there will be other implications in the rest of EU/EEA countries. Swiss are not very quick on these things. Maybe miracle will happen and some forms of compromise will be made available and announced. Until then, best is to assume the worst, follow the rule to the letter (esp if you are in the German part of CH).
