If they were in Europe in the past 14 days, they should not have been allowed to enter the US, even coming from Toronto.
Did they lie to immigration? Serious offense if caught.

I have a 10 year visa for China in my passport, valid until July 2026. Despite that, I am not allowed to enter China at present, and even
if I purchased a ticket from any airline flying to China - which I can easily do - I would be denied boarding if I presented myself at the airport.
My responsibility to know the rules.

all of which are not valid according to most here
They are perfectly valid if you are US citizen, US Green card holder, or fit in one of the exempted categories from the travel ban.
Just because YOU cannot enter the US from Europe does not mean that others cannot.
And the airlines do not ask this at point of sale, but rather at point of boarding.
