E2 does NOT allow access if you've been to Europe (or some other places) in the last 14 days.

That has, is, and will (probably) always be the responsibility of the passenger. There are way too many combinations of citizenship/residency/permit/visa/transit country/origin/destination to block ticket sales based on it.
