Not an exact science, but generally, if you can search for the flights using city pairs, if it comes up, it's a bookable, 'public' revenue flight. If it's a charter, it generally does not populate when you search those city pairs.
...Demonstrated by the above-referenced college football flights...
SJC-DTW: Searching between those city pairs only shows connecting flights.
EUG-CMH: Searching between those city pairs DOES show UA1270
