So that means the most likely scenario is that I'm landing at the middle pier in B/C and then departing from the north pier in the C terminal, right? In which case we can't walk between the gates, and the only way inside security to get between B/C and C is the AA shuttle, which means I would be dependent on the bus, no?

AA operates 3 piers/concourses at DCA. Two of the concourses are connected by a hallway inside of Security. The concourse (the lower gate numbers 23-34 I think) is not connected to the other 2 piers/concourses. You have 2 options: 1. Exit the Secure area and re-enter Security. Take a shuttle bus from gates 25/36 (depending upon the pier you're on and which one you're going to).
