To clarify by 13 October aftermidnight, do you mean from the first minute of the 13th, or after midnight on the 13th which makes it the 14th. I think you mean I can arrive on the 13th? Any reports of problems getting on a plane on the 12th that will arrive on the 13th, for example, or is it based on arrival date?
According to ISTFlyers dates, you would have been in a red list country on day 0 = 2nd October. By the end of 12th October you have 10 full days outside the red list country, so you can arrive any time on the 13th. Do wait a week as things could well change. A review of the lists is due by next Thursday and of the complete system by the end of the month. Rumours are circulating today.
